Does this seem normal legally speaking? Search and Seizure(USA)

This was several months ago so I feel comfortable talking about it as the person in question no longer deals and never smoked cannibis. He never liked it.

However one day he was at home and had several people over. Police in uniforms came over and mentioned someone he had over had a warrant, while in the process of taking that guy in they said 'Let us look around or we will came back with a warrant and take everybody down' So he complied(I know he probaly set himself up allowing this to happen but here is where it gets strange).

So they take a few ounces of the regular run-of-the-mill cannabis but leave a pound of the high quality, high THC, cannabis. They leave, no one gets arrested, no charges ever filed.

However they come the next day, same police. They simply say 'let us in'. So he does because he already got rid of the high quality cannabis. The police find several bongs and take them in and leave. No charges ever filed, no one gets arrested.

I've found this very strange and I think some procedures may have been working which leads me to this question. Does this seem normal? I never heard of anything like this which prompted me to ask you. Anyways he took at as a sign and no longer is involved in dealing and he has never smoked cannabis, never been his type of thing.

1. That doesn't sound normal at all.
Here in NYC they'd arrest everyone and prosecute heavily. The only way I would think they'd leave one person alone like that is if he was an informant who helped them get other people.

2. He didn't strike me as an informant but you never know
The other people in his house were friends and occasional buyers, only 1 was arrested because he had a warrant. The guy who owned the house was the one involved in the 'business'. The reason he didn't strike me as an informant because he'd engage in underage drinking(20) and of course he was a dealer.
