3 Canadian Premiers Will Dump Harper Climate "Plan" In Favor Of BC Approach
Three premiers representing a majority of Canadians said Tuesday they will bypass Prime Minister Stephen Harper's national climate-change plan to pursue a strategy like the one B.C. has been developing.

The premiers of Ontario, Quebec and Newfoundland said they support the principle of a cap-and-trade system to regulate large-scale commercial emissions, which would have more teeth than the current federal plan.

"There is going to be cap and trade. That's inevitable," said Quebec Premier Jean Charest.

EDIT

Alberta's Ed Stelmach skipped Tuesday's meeting, but said Monday that Alberta will not begin cutting emissions -- through cap-and-trade or any other mechanism -- until 2020. After that, Stelmach said he is hoping most of Alberta's reductions will come from technology rather than conservation.

2. As I non-Canadian, I have to ask- is Harper the Northern Mitt Romney?
He sure strikes me as a smirking putz, but that might just be my initial impression . . .
