The railway line will link Qazvin, located some 100 kilometers (60 miles) northwest of the Iranian capital Tehran, with the Azerbaijani city of Astara, which lies on the Caspian Sea along the border with Iran.
Azerbaijan, a former Soviet republic, has ample rail connections with Russia.
"We have concluded an agreement in principle. The makeup of the consortium and the date of launching its work will be decided at a future three-way meeting in Baku," said Gennady Fadeyev, head of the state-owned Russian Railways company.
