It now appears that the deceased couldn't have claimed to be armed because he was Deaf and didn't speak

accomplished.

Initially, Jack and his mother told investigators that Muñoz threatened them. A Miami-Dade police news release said: “Based on preliminary information/statements provided by the victims it appears the subject stated that he was armed.’’

That would not be possible, according to the dead man’s family and friends. Muñoz was deaf and unable to speak in a way that could be understood. He used sign language. Police have not said whether Muñoz was armed.

Still a lot to explain, like why he was lowering the boat into the water (or if he was doing that at all), what they were doing there, etc.
