Question : Did Congress fund Gitmo Prisons Pre 9-11-01 ?????

I remember back during the Downing Street Memo hearings that the topic of Congressional funding was going to be looked into, especially by Rep Marci Kaptur of OH if my memory serves me correctly.

Has anyone seen or has links to the funding that showed this Guantanamo prison being funded prior to 9-11-01 ? This looks like 'smoking gun' information to me, if you get my drift.

It was a government site. Halliburton had the contracts.

Also, what happened to the investigations etc that DSM hearings were going to do on funding ? This is vital for the upcoming '06 elections.
