Poll question: Do you think Bush/Cheney tapped Fitzgerald's Phone?
Terrorists are supposed to instill fear and I think Fitzgerald's investigation scares the Bush administration. As Bush/Cheney do not feel the need to inform the courts as to whom they are tapping, this seems logical to me.

3. You'd think that Fitzgerald would have the wherewithal to find
such bugs. Or is that impossible?

7. D. The Bushies are probably using more subtle tactics.
Even Dick Cheney is not so brazen to try bugging Fitzgerald's phones.
They are definitely watching his every move from the outside.
If they don't already have someone inside Fitzgerald's office,
they are watching for someone to they can compromise.

Phones are too obvious but files and computers are a possiblity.

8. I could be wrong about this,
but I was thinking, they have a type of technology now where you do not have to actually put a mechanical type bug in a phone. I believe they now have a dish or satellite that can be pointed at a building and pick up conversations from within. I may have been too restrictive in my poll question.
