TX 28 irregularity question

I looked at the results for FRIO county the only one that has been completly counted CIRO won it last time 2014 to 1720 but this time he lost it 1426 to 958 adding in morales votes CIRO STILL got beat 1426 to 1157, any explination other than GOTV? Doesnt make sense at all. CIRO only lost by a few votes last time so it doesnt seem that if he does WORSE in one county that he won, it means a very good night for us?
