Witholding documents was just the justification. It actaully involved the politics surrounding the Second Bank of the US and Jackson's perceived accumulation of power among Whig opponents.

The censure was bogus and based on political opposition. The main complaint against Jackson was that he actually made use of the veto for reasons other than congressional error. Modern notions of executive power were born with Jackson.
