That's the grim assessment from Don Powell, head of the Gulf Coast Katrina recovery agency. Also, the levees could cost the city of New Orleans another 6 billion dollars more to upgrade, and keep the city safe from any future hurricanes. Needless to say, people down in New Orleans, and the rest of the coast, are none to happy hearing that news. Expect some real anger at the next city meeting.
