Can anyone tell me difference between using dogs & water boarding?

Can anyone tell me difference between using dogs & water boarding?
I just don't understand this - a soldier is prosecuted for threatening to sic a dog on an Iraqi, but the Attorney General and Don Rumsfeld get a walk for authorizing a practice known as "water boarding"?

Water boarding is a practice where a person is submerged in water and led to believe he or she is being drowned.

I just don't get it.
