DoD inserts *not* against law. Weakens sensitivity. Anyone remember?

I read a post here some months back about the Department of Defense adding the word *not* in support of a law which changed the meaning of a statement that marines had made saying they'd become more sensitive to the environment they were in because there was a wildlife sanctuary there.

Anyone have the info on that? Thanks.
