pass legislation requiring paper ballots.
Especially if your state is "blue" in the map (legislation proposed but not enacted), an email to your representative(s) in your state legislature would have an effect.

There's a map of the status of each state here, plus a link to the action center:

(Note that virtually all of the states that went Dem. in 2004 have such legislation or a regulation covering this. Of course, if the voting machines aren't kept securely (San Diego county, for example, failed to do this), paper ballots won't help if no one calls for a recount).

2. NJ will have a paper trail for the 2008 elections.
Unfortunately, not Until Then.

The same legislation ensures though, that any voter can cast an absentee ballot, and does not have to prove they'll be out of state or indicate why they need such a ballot.
