Why didn't Bush leave the hotel balcony in I-Wreck?

Laura Ingraham Coultered the journalists in Iraq who are risking their lives to cover the quagmire saying they are not reporting good news because they're seclustered on hotel balconies.

Well, Bush had his chance to venture out. Yet, he snuck in and out of a very safe place where they're rebuilding schools for three years now, have a parliament and purple fingers and fweedom....and and and...they have about 40% of their electricity restored.

Why didn't he go get his flowers from the people waiting to hand them to him in the beautiful streets of Baghdad?
