It is too small for her hips so it bunches up in the back. Look at the first photo.
Yes, she hangs low. She needs a better bra to hoist those girls up.

11. In defense of "those girls"
When a woman reaches a certain age, it's hard to keep them hiked up and breathe at the same time.
When I had breasts, some years back, I chose comfort over looks.

Having said that, Laura has the means to have bras specially made to fit her. But would it really matter,
given her wardrobe?

I think not.

LB's outfit was not all that so why would she make her debut in it? I would have thought they both would have freshened up and changed their clothes before deplaning. I agree that she does have Joker makeup!
