President Bush calls on the Senate to help pass line-item veto legislation, during a speech to the Manhattan Institute, a conservative New York think tank, Tuesday, June 27, 2006 in Washington. The Supreme Court struck down a previous line-item veto law in 1998, saying it took too much spending authority away from Congress. it unconstitutional - which also makes it fairer.
The change is that the set of crossed out items is sent back to the Congress which needs 50 (or 51 -not sure)votes to reject the entire set, re-instating them. This gives Congress the last word.

5. aren't signing statement the current version of the line item veto for
disqualifying portions of legislation (BY FIAT)in which the Executive choses not to enforce.
