Most of these people were simply dragged from their homes, or turned in my bounty hunters for quick cash. Most of these guys aren't "prisoners of war" taken on a battlefield. That is the whole problem. Gitmo is essentially an internment camp, a la WWII. We just rounded up everyone with a beard and a funny name and locked 'em up.
