Edwards, Dodd unveil major domestic initiativesAmid all the noise coming from the Hillary Clinton-Barack Obama spat over foreign policy, two of their Democratic rivals today released major policy plans.
Chris Dodd, the Connecticut senator, joined Obama and John Edwards in releasing a plan for universal health care. Dodd promises universal coverage by the end of his first term, partly through the creation of a new entity called Universal HealthMart, modeled after the Federal Employees Health Benefits Plan. Dodd says individuals and businesses would contribute based on their ability to pay, and he promises that premiums would be made affordable by spreading out risk over a large pool of people. His proposal would also make health coverage portable, meaning that people would be able to take their health plans with them if they change jobs, for example. See more details here.
Edwards, meanwhile, unveiled his proposed overhaul of the federal tax code today in Iowa, with an emphasis on shifting more of the tax burden to the wealthy. His plan calls for repealing President Bush's tax cuts for those who make more than $200,000 a year, imposing higher taxes on hedge funds and private equity, and significantly raising the capital gains tax rate.
