can non citizens vote? and if they do, what impact do they have on elections?
I don't know what the law actually says, but what is the realpolitik of this issue?

5. Both scenarios are bad, although denying a person who wants to exercise their right
seems worse. And, when that happens, perhaps less are inclined to vote at all.

And every state requires that you be a U.S. citizen.
