Hypothetical: If a country labeled the US military as terrorists...

If another country, with a recent history of invading two other nations as part of a "war on terror", officially labeled the US military as a terrorist organization, would you expect diplomacy to follow?

Would you consider it a step towards peace?

Of course, when the Iraq War Resolution can be spun into an effort to "get diplomacy to work" people will buy anything, I guess.
