Public finance geeks: Need help.
How does John Edwards get to spend $2.7 million on TV, plus have 175 staffers and 25 offices in Iowa, when the spending limit for him in Iowa is supposed to be about $1.5 million?

5. The spending limit in 2004 was $1.3 million.

So that would be a big jump.

Even if you add in the expected 25% for legal fees and fundraising expenses, I still can't make it add up. And if he's using Illinois media outlets to blast into Iowa, why is Jerome counting it?

7. OK, without any other ideas, I am going to suggest
that it appears he might be prepared to just blatantly exceed the limits and pay the fine somewhere down the road. If Jerome's numbers are anywhere near accurate I don't know how else to interpret this. We've even heard anecdotal stories from Iowa DUers who say Edwards seems to have as much presence as anybody else.

I've been very eager to hear the Team Edwards plan for overcoming the financing deficit that matching funds will put them in, and so far this seems to be the only clue to an answer.
