162. So you don't understand how the "present" vote works in the Illinois legislature either?
Many times, voting present for a bill is due to trying to amend a bill that usually has a posion pill within it. Does a senator vote for a bill concerning educational funding when someone puts in an amendment making abortion illegal? Um...no! They vote "present" and take the cancer out of the bill and THEN pass it.

Get it?
