Who is "Cousin Ray-Ray"?

Who is "Cousin Ray-Ray"?
I've seen this used sarcastically a few times. It appears to have gotten started the day of the SC primary.

Is it a person, someone's real cousin, or a the code name of some businessman or fundraiser?

Ray Charles? James Earl Ray? Raytheon? The Ray-O-Vac Company? Ray-Ban sunglasses? Cel-Ray soda?

I haven't been able to figure it out based on its context. There's this guy named Ray-Ray and there isn't a good thing to be said about him/it.

Did I blink and miss something?

3. As I heard it it was Cousin Pookie & Ray-Ray. I would guess that Ray-Ray
was a close friend or other relative of what Obama identified as a typical SC voter.

... reiterated it. I have been in voice chat and heard some use names of endearment like this so what the uproar is I don't know. There is one chatter called voo and one southern belle does refert to him as voo voo. So do these terms get used I imagine they do.
