I have only visited the city once, but enjoyed it immensely. As it turns out, I will probably be going back this fall for a conference, and will spend an extra week or so sightseeing.
The food is great pretty well anywhere (especially compared to Alberta, I am sorry to say as an Albertan). It was a real surprise to me - like eating in colour after spending a lifetime eating in black and white. Restaurants tend to be a bit expensive, though.
I found in the central city, a lot of people spoke English, especially if they worked in the hospitality industry. If you have a smattering of school French, it doesn't hurt to try it out - if the person can speak English, he/she will probably segue into that directly, but it seems like the effort is appreciated. Since you are American (I peeked at your profile), language shouldn't be any sort of 'political' issue.
There are many historical and cultural sites, many attractive parks, and lots of nightlife. I am sure you would enjoy yourself.
As you are probably aware, this is Quebec City's 400th anniversary.
