Columbus Dispatch- Franklin County recount

"A federal judge in Columbus last week rejected a request by Kerry’s campaign to have Blackwell’s office prescribe and require each county to use "adequate, fair and uniform standards and instructions" for the recount.

Green Party representatives yesterday reported concerns about Monroe and Washington counties, where they said election officials were not doing a hand recount of all ballots after the hand count of 3 percent of the ballots did not match computer tabulations.

The director of Monroe County’s elections board said officials there are first trying to replace a piece of tabulating equipment that they think is faulty."


It says Franklin County did not release results yet, but it's expected to change results by just a handful of votes. They did the 3% handcount though.

if the hand recount of 3 percent doesn't match the previous results then they are going to have the remaining ballots scanned with the machines.
That is probably why they want to "fix " them before the recount.

10. The only paper ballots in Franklin County

...are provisionals and absentee.

There are 23,174 absentee ballots and 6,993 provisional ballots, for a total of 30,167 paper (punchcard) ballots.

Three percent of those is 30,167*.03 or 905 ballots. That's all that had to be hand-counted. Then those 905 are run through the machine and if they get the same result as the hand-count, they run all the cards through.

As for the non-absentee/provisional ballots (503,397 of them), the county uses Danaher electronic voting machines, where votes are recorded on memory cartridges. The vote totals are also recorded on paper tape, but it's unclear from the article whether any tapes will be consulted. In fact, the article seems to say that they will simply re-read the 2800-some memory cartridges and re-tabulate.

This is not a county where one would expect a large difference between the count and the recount. It's true that early on, one precinct, Gahanna 1B, showed a 3,983-vote discrepancy between separate reads of a memory cartidge (reportedly), so it's possible.
