SNIP...However, mechanized and computerized voting machines have changed all that. Jim Condit, Jr., Founder of Citizens for a Fair Vote Count, says that hand counting has become outlawed in every state but New Hampshire and the Iowa Caucus. Worse, Condit says the right to observe the vote count has been effectively outlawed in those 49 states.

Citizens such as Dan Gutenkauf of Arizona, another speaker at the Convention, who attempt to exercise their right to observe elections have met with threats from election officers. It has now fallen to the Board of Elections to ensure that elections are fair and honest.

Chuck Geshlider of Pahrump, Nevada, made the following analogy during his speech Saturday night, August 26, 2000: Suppose you ate at a restaurant and got a queasy stomach. Wouldn't you ask to see the kitchen? And what would you think if they said no?

Sadly, the answer to many citizens' questions about verification of the validity of elections has been a resounding "NO!" from local Boards of Elections. Yet, it is the duty of the Boards of Elections to ensure that no vote tampering has taken place and that the vote count is fair and honest.

Go on and point to law outlawing Hand Counts. I'll bet there are a few, anyway.

2. I'm with you on that. But here's one state where that is true.
Florida (always leading the nation in stupid election laws).

102.166 Manual recounts.—
(1)
If the second set of unofficial returns pursuant to
s.
102.141 indicates that a candidate for any office was defeated or eliminated by one-quarter of a percent or less of the votes cast for such office, that a candidate for retention to a judicial office was retained or not retained by one-quarter of a percent or less of the votes cast on the question of retention, or that a measure appearing on the ballot was approved or rejected by one-quarter of a percent or less of the votes cast on such measure, the board responsible for certifying the results of the vote on such race or measure shall order a manual recount of the overvotes and undervotes cast in the entire geographic jurisdiction of such office or ballot measure. A manual recount may not be ordered, however, if the number of overvotes, undervotes, and provisional ballots is fewer than the number of votes needed to change the outcome of the election.

Any the Florida Department of State is backing up that law. They are suing Sarasota County for enacting a hand audit provision, saying that the hand counting would be illegal under state law.

I know of one other, too.

5. Hiding behind Siegelman's reference to a recount eight years ago is a bit thin.
We're talking about Hand Counted elections. Right?

So what are the states that won't permit that???

In fact, which states STILL conduct Hand Counts, kster? There's at least one in addition to NH. You ought to know, it seems. And it would be cause for celebration and modeling...at least for those of us who want HCPB.

8. I want Hand Counted Paper Ballots in the polling place
before the ballots are allowed to leave the neighborhood, they must be hand counted by the people in that neighborhood (polling place),

9. I'm surprised you don't seem to think important which states outlaw hand counting.
In addition to promoting HCPB as the mandated procedure in states that don't outlaw it, it's important to overturn law prohibiting it. Other strategies could be employed, too.

So are you willing to work for HCPB? :shrug:

If not, is it ok that me and eomer want to discuss it?

10. Never would I think of working for hand counted paper ballots with you
