Scots Gay Couples Win Adoption Rights

The government of Scotland has unveiled legislation to allow same-sex couples to become joint parents. The bill part of a major overhaul of adoption laws.

Gays and lesbians are already able to adopt children in Scotland. The new law would recognize joint parenting and also allow gay couples to serve as foster parents.

The changes are aimed a finding homes for a growing backlog of children under state care.

Adoptions have gone from 1,000 a year 20 years ago to about 400 in 2005
