1. Whether or not it was partially constructed is moot.

All the discovery of ANY pyramid ANYWHERE in the world means is that the pyramid was a convenient and easily constructed shape that tends to stay quite stable over time, barring geological catastrophe.

Whether tombs, observatories, or structures for ghastly religious observances, the shape is just one of those archetype shapes that will be repeated many places humans have been.

After all, the only part of Atlantis to survive has been its name. The rest has been lost to myth, the "telephone game" of oral history.
