Military's New Active Denial System

Not being well versed in science, I get the impression that the above device amounts to a truck-mounted microwave projector. Maybe microwave is not the correct word, but "millimeter wave" strikes me as being euphemistic. I have two questions I'd comments on, before we all end up getting baked by it somewhere down the road for speaking my mind.
First, the developers are claiming that the thing can cause extreme pain with no damage. I'm calling a BS on that, just a gut feeling that if you cook the outer 1/64" of someone's body it can't be good.
Second, what would suffice as a defense against it? Is this going to be some wonder-weapon that can be circumvented by tinfoil and duct-tape? Could a person carry a shield that would absorb the energy before it reaches their body? The height of irony would be the thing being foiled by a leather-covered wooden shield.

1. This will be misused by the troops as soon as they get it
I can see the troops using it against ANYONE around they convoy, friendly, hostile or just shopping for food. Our Troops are scared and will use this to get people away from their vehicles.

2. "microwave" = in millimeter wavelength range
no euphemism there, just the popular term vs the scientific term.

Wounding and killing people with this device is just a matter of increasing the power of the transmitter.
A metal sheet or reasonably dense metal mesh will attenuate the microwaves. Tin foil will almost certainly be effective.

5. Crap, now I have to bring a roll of tinfoil to demonstrations
to go along with the goggles and the squirt bottle of vinegar and the bandana.

I suggest that demonstators could counter by reflecting the sun back at said truck. A few hundred sq. meters of sunlight focused on an APC would make it mighty hot inside. It would make it hard for the crew to see anything also.

Just take a long sleeved shirt (like a flannel) and other clothing articles and sow to the inside of them a thin metal mesh layer and back that with something thin and none conductive that allows the body's perspiration to vent.

You can also construct simple shields (clear ones similar to the ones police use) and line them with a fine metal mesh.

All their attempts to put down peaceful protesters can be countered with low tech readily available products. You know this stuff ends up getting used against peaceful protesters.
