next door who has kept me up for the third night in a row, ruining what little sleep I get anyway

AND

the little prick woke me from my afternoon nap too

1. Try calling the owner
...in the middle of the night when the dog is barking.

You can't fault the dog. It's all about training the owner. Negative reinforcement shoudl work wonders in this kind of situation.
