Is the WTC Public or Private Property?
It's owned by the Port Authority of NY and NJ. But a press release from the the agency states, "The agency also owns the 16-acre World Trade Center site in Lower Manhattan. The Port Authority is financially self-supporting and receives no tax revenue from either state."

This came up in a discussion elsewhere regarding whether or not a Christian Cross (ya know, that steel cross) can be displayed on the WTC site.

Just wondering if anyone can provide a definitive answer.

1. Port Authority owns it, Larry Silverstein owns the lease

Port Authority is joint NY/NJ, has jurisdiction over port, airports and some other property. Silverstein has a long term lease on WTC property.
