1. DOD doesn't want the troops to think about disobeying illegal orders?
Yet the troops on the scene will still be the ones to face trial if they follow illegal orders. Nice catch 22 and more evidence of just how this junta really feels about the troops.

Ignorance is bliss for the war criminals and hell for the people they send in to fight.
