10. He claims he can make hydrogen and oxygen out of water and electricity
which isn't exactly new, and have a car run on it, which isn't new either.

The new thing is that his electrolysis process is more efficient then other systems, also new is that he uses both the hydrogen and the oxygen to create energy. Hydrogen is very flammable, adding oxygen will make it burn/explode even better.

and I am willing to bet the rent money that more power goes into the system than comes out of it.

15. Yes, it takes electricity
He makes no secret of that.
And yes it uses more energy than it produces.
Otoh the electricity could be produced be renewable sources (wind, water, solar), and it does provide a alternative fuel, which might come in handy now that we're sort of running out of oil.
