Looks like a poster board with a frame. The poster is just tacked on, probably right off the printer.

Not that violations would bother the Junta, but I seem to recall out of the Abu Graib scandal that the use of photographs of dead or wounded "enemy" for propaganda purposes was forbidden.

Flipping channels and I caught Faux news discussing exactly this question: Is releasing the photos of a deal al-Zarqawi a violation of the Geneva Conventions? Even Faux "news" commentators agree that it is, but then go on to make excuses and justification about how it isn't really.
