Has Osama Bin Ladin ever been charged with 9-11?

I just heard something realy weird, that Osama Bin Ladin has never been charged with 9-11, that the US has no actual proof he was involved. and that Bin Ladin claimed he wasn't involved (at least at first)

Is this true? Are there links I can go to confirm this?

We are simply to believe the Administration that Osama Bin Laden was the culprit.

Nope, sure doesn't mention the WTC or 9/11.
