Why did so many members of the CBC vote against net neutrality?

Why did so many members of the CBC vote against net neutrality?
I was looking at the roll call vote for Ed Markey's Net Neutrality amendment. It's unfortunate that so many Democrats voted against it. I was especially sad to see that Bobby Rush was one of the biggest cheerleaders against neutrality.

I was surprised to see that Rush wasn't the only member of the normally progressive Congressional Black Caucus to vote against neutrality. Chacka Fatah, Gregory Meeks, Kendrick Meek, Alcee Hastings, Artur Davis, Sheila Jackson Lee, and Albert Wynn were just a few of the CBC members who voted no.

Can anybody explain why they took this position, seeing that the vast majority of progressive Democrats support net neutrality?

1. I don't think most of them have taken the time to understand it.
I haven't researched it yet, but I heard there is a LOT of confusing Dis-Info going around about it.

4. Here's a good report from Thursday, Mike McCurry, former Clinton...
...WH spokesman makes a good point here. He says that he thinks the "be afraid, support Net neutrality" side of the argument is coming from Microsoft and Google, two mega corps that don't want to help pay for the next generation of Higher speed Broadband Internet, but if they don't pay for it, we will have to:
