I need info on Net Neutrality amendment that was defeated yesterday

I noticed on Kos that an amendment enforcing Net Neutrality was defeated last night, almost entirely along party lines, with the repukes voting en masse to defeat it....with orders from Big Telco, no doubt. However, the link in the Kos report is faulty. Does anyone have a link that would show the name/number of the bill, and who submitted it, and any other info? Thanks!!

The Communications Opportunity, Promotion and Enhancement (COPE) Act is a major piece of telecommunications reform legislation currently being considered in the House of Representatives. Common Cause opposes this bill.
