Bush Military History Project #10
Journal entry #10
This is being written as a journal in democraticunderground.com and crossposted on Dailykos and Myleftwing.
I urge readers of this series to obtain a copy of Unfit Commander by Glenn Smith, the only source of Bush’s military papers in chronological order. Where internet references are not easily available I will give page numbers of this book for reference.
I also urge readers to become familiar with the report by Lt Col Gerald Lechliter, published in the NY Times, available at: http://www.nytimes.com/packages/pdf/opinion/lechliter.pdf
Or Google: NY Times Gerald Lechliter. I will be referring to both of these sources in this study.

“…In the final analysis, the record clearly and convincingly proves he did not fulfill the obligation he incurred when he enlisted in the Air National Guard and completed his pilot training, despite his honorable discharge. He clearly shirked the duty he undertook in 1968 upon enlistment and in 1969 upon his completion of his flight training at Moody AFB. Less than two years after Bush won his solo wings, he walked away from his duty to serve as a fighter pilot while troops were still dying in Vietnam. Moreover, he received fraudulent payments for INACDUTRA….
….We have not yet heard a satisfactory explanation by the President for his abandoning a profession he purportedly loved passionately…. As a self proclaimed “wartime president” this President owes the US public, especially the military and veterans no less. He certainly can not rely on his military record to answer these questions.”
(Gerald Lechliter, from the report cited above, “Conclusions,” page 32)

I love Lechliter’s report, it’s very succinct. There’s a lot of words but none of them is wasted. Well, that certainly is a very different account than what the Bush White House wants us to believe about Bush’s service. Anybody notice anything? Like, if Lechliter is wrong, than this is certain LIBEL of Bush, his superiors and the TXANG? Just like the CBS Papers are, if forged? And, just like the CBS Papers, there was no—nor will there be—any official investigation even though there is certain, damning evidence of federal crimes committed against the American People.
“…Moreover, he received fraudulent payments for INACDUTRA…”
People: This is FRAUD! This is EMBEZZLEMENT!! George W Bush and his superiors are guilty of monetary fraud, embezzlement, dereliction of duty and a lot more. And that’s why the pushback on CBS was such a steam roller, coming from several directions. They had to get the CBS papers declared false without an official investigation because ANY official investigation will uncover the crimes that Lechliter and I are talking about. That’s why Bush and his aides never denied the papers were real—they can’t! That’s why the CBS Papers were never investigated, despite the fact that if forged, they are forged FEDERAL documents that LIBEL Bush and several other USAF TXANG officers, just like Lechliters Report is libelous if incorrect.
And its still out there in the public domain. Don’t you think Bush and Co would have Lechliter’s Report removed if it was wrong? And the CBS memos also? They’re libelous if incorrect. They had “Fortunate Son” removed from bookstores and destroyed, that’s how far they’ll go on a pushback—but they’ve done nothing about this.
The federal government completely shirked their duty to maintain the integrity of public documents just like Bush shirked his pilot duty. They cravenly evaded their duty to protect the American People from the effects of falsified federal documents, although it is well within their capacity and powers to do so. And it is their DUTY to do so although they abdicated this important duty to bloggers and the bogus CBS “investigation” which has NO legal standing whatsoever and proved nothing at all but how far CBS would go to steer responsibility for the Killian memos away from George Bush and the federal government. We’ll be talking about that too in a subsequent BMHP installment, you betcha!
I’m not going into every detail that Lechliter does, because he does it so well and I’m looking at it from a slightly different angle. . Its difficult, I know, but well worth the effort to read and understand this report. I’ll just list his main points for now and develop more as we proceed.
(from Page 1 Lechliter report, ibid)
“…SUMMARY:
The following analysis of President Bush’s (“Bush”) military records and the controlling legal authorities shows the following beyond any reasonable doubt:
>The pay records released by the White House this last winter prove Bush received unauthorized, i.e., fraudulent payments for inactive duty training, even if he did show up for duty.
>The memorandum from Lt Col (retired) Albert C Lloyd, who affirmed for the White House that Bush met his retention/retirement year point requirements is an obfuscation or outright deception, that disregarded Bush’s failure to meet the statutory and regulatory fiscal year satisfactory participation requirement.
>Bush’s superiors in the Texas Air National Guard failed to take required regulatory actions when Bush missed required training and failed to take his flight physical.
>Despite seemingly laudatory comments, Bush’s May 1972 officer performance report was a clear and unmistakable indication that his performance had declined from the annual 1971 report. That report was the kiss of death before he left for Alabama that year
>Bush did not meet the requirements for satisfactory participation from 1972 to 1973.”

The charges leveled in Lechliter’s report illustrate and illuminate the charges made in this BMHP study: Bush and his superiors committed fraud, provable fraud, upon the USAF and the American People. He embezzled federal money by cashing paychecks for work he did not perform—could not have performed according to the regulations, the word of his commanders and their unit’s records.
But that’s not all. They also discharged Bush fraudulently and to do so falsified several official FEDERAL documents as our study has shown so far. They were derelict in their duty to discipline Bush when he refused to take his physical and to insure he showed up for training properly.
And Bush and his superiors know every detail of this. Their whole presentation of Bush’s service as legitimate is a fraud. And the way they killed the CBS memos story, which would have opened the doors to look at all of this was fraud also.
In this, as always, Bush had a lot of willing help.
We will be looking at the exact specifics of these crimes in the next installment of BMHP
