...and the National Guard couldn't be brought to the disaster, again.

10.5" is a hell of a lot of rain for Texas.

Has anyone seen the Texas National Guard? What's the phone number for Iraq information?

*For the uninitiated, harken back to the 60's saying "What if they gave a war and nobody came?".

1. Apparently Gov. Goodhair Perry did call out the Nat'l Guard today.
I heard that on the news, but didn't see any.

5. The National Guard should NOT be overseas.
They should be home, guarding the nation. It that means they have to sit on their hands waiting if no enemy or disaster is imminently threatening the "homeland," then good. That means nothing bad is happening. But when something bad does happen here, they need to be here.

6. and in any case, it's not as if they aren't doing anything...
They are going to school, running businesses, doing their regular jobs, etc., when they aren't doing their National Guard duties. (That is, if they can find jobs ... one Guardsman I know in Washington State, a Democrat, tells me that his GOP boss would whine about his employees being sent off for rescue training or even state emergencies, and try to get them to quit. After 9/11 the same boss was driving around with a giant "support the troops" sticker, and my friend would crack up laughing every time he saw it.)

As you say, if they aren't called out because nothing bad is happening, that's a good thing. Just as if the hospital down the street from me has a quiet night because there are no accidents or heart attacks, it certainly was not a waste of effort to keep them on standby. (Bush's people would use that as an excuse to cut their budget!)
