Just how real is Gen Casey's plan to withdraw troops from Iraq?

Just how real is Gen Casey's plan to withdraw troops from Iraq?
Considering that he said that troops could start coming home in September, the timing of that would seem to be quite political. I'm guessing that he was under some pretty extreme pressure from Bush/Rove to come up with a plan so they can look good for the November elections. I have long assumed that this was Bush's plan all along to do something like this just before the election

Even though this story is the lead on TV and radio, I've had to search a bit to find anything on the internet. Here's a story that seems to indicate that it might just be an optimistic plan:

1. It was always Rove's plan to bring a few troops home in the Fall.

Plenty of coverage of "independent" coming home parties at ports and home base towns on CNN.

The sheep will be lead to believe the war is over as they head into the voting booths.

2. Disgusting how this admin. is using the troops and the people
of Iraq for political purposes. Not interested in what might make the country more stable, just cut enough troops for the 06 election and then nothing changes while Iraq sinks further into that quagmire. The Dems have finally forced their hand. One day All the Oil will belong to the repubs!!

Clever idea all those homecoming parties on prime time just before the election, good thinking, you know them well. Oops, that was another poster's comment to yours.
