White House insiders have expressed concern about the mental stability of National Security Advisor Condoleezza Rice after she showed up at a meeting decked out in a full Catwoman costume!

"I hereby declare a one-woman war on terrorism," Condi reportedly told stunned aides as she cracked a black bullwhip on the conference table for emphasis.

"From this day forward, let all evil-doers who threaten the security of this nation fear the wrath of Catwoman."

The 14 flabbergasted staffers in attendance used words like "surreal" and "creepy" to describe the scene.

"At first we thought it was all some kind of gag — although Dr. Rice hasn't told a joke or laughed in public since February 2000," says an eyewitness. "But when she was done with her 'presentation,' she hissed loudly, marched out of the room — swiveling her hips back and forth in those skintight leather pants — and slammed the door behind her."
