TV Freedom - somebody explain the commercials that are running

on CNN thanking the House for voting for "TV freedom." And then the commercial goes on and asks the viewer to contact their Senators and ask them to do the same.

I'm just not getting the message on whether this is good for the internet or just another dumbass ploy by the repugs like the "No Child Left Behind" or the "Clear Skies" BS.
