Elk Grove Passes Tough New Street Racing Laws

Spectators and passengers at illegal street racing are also subject to a $1,000 fine under the new law. A portion of the proposal that would force a driver to forfeit their car after a second street racing arrest remains under review. The city plans to introduce car forfeiture discussion at the League of California Cities conference in September in hopes of spurring a statewide call for legislation.
"They are abusing (the driving) privilege and by abusing it, they are killing themselves and others around them," Elk Grove City Councilwoman Sophia Scherman said. "I won't tolerate it and Elk Grove won't and we proved that."
The bill was named in memory of Nick Davis and Anthony Mondragon, two Elk Grove teenagers killed in high-speed accidents. Mondragon, 15, was killed June 2 on Franklin Boulevard at Roselin Way in Elk Grove when authorities said 18-year-old Clinton Colon slammed into Mondragon's Honda at more than 100 miles per hour. Officers believe Colon and another driver were racing at the time of the crash.
Nick Davis' mother Rebecca, who originally presented the proposal to the city, has backed several state and local measures to crackdown on speeding and illegal street racing since her son's death in August 2004.
