Paper is law abiding... old photo ops are not substantial.. that's why it is appalling that judges are not signing the actual documents... therefore, not in violation of the constitution should they not uphold it.
the legal alternative is "affirmation". Here's the definition. Declaration by a witness who has no religious belief, or has religious beliefs that prevent him/her taking the oath, that the evidence he/she is giving is the truth. The person taking office says: " I solemnly affirm that I will ..." instead of " I solemnly swear that I will..."
8. Just tell them that all congress critters are sworn in jointly
They raise their right hands and presto- the speaker swears them in. Later, some of them choose to pose for photo ops with bible or whatever. They could swwear in on Aunt Tillie's casserole if they wanted.
