Why? Because he would have to get rid of his allies making money off the war, because nobody would be able to get rich off of it, and Bush would have to admit that this war was failure as well as the entire Bush Doctrine.
1. End War Profiteering - Don't let corporations make a profit 'restructuring' Iraq. This will separate the two types of companies in Iraq, those who are truly interested in rebuilding, and those who are simply out to make a buck on this war. Bush won't do this because this has made his allies very, very rich.
2. Solve the Refugee Crisis - This is something that MUST be done. We are going to have to talk to EVERY country in the Middle East and get them to accept refugees, the US will have to accept many as well. There is a huge refugee crisis in Iraq today, if we were to solve this we would improve our image and could fight the insurgency with increased efficiency. And, it's probably as bad as what's going on in Darfur, and Bush will not do this, because acknowledging this will mean acknowledging that the Iraq War has created a humanitarian crisis.
3. Scorched Earth - What do we do about the oil? Bush and his allies say that if we leave Iraq, then the terrorists will gain control of the oil. Why not destroy the oil fields then? This will make sure that the terrorists never get access to the oil. And of course, Bush will not do this as it will end more possibilities of profiteering by his allies.
This idea isn't perfect, and it will make Bush coming out looking like the biggest loser probably in recorded history, but because of that pride and money that comes from the profiteering, we all know that we will never see anything like this come from the current Administration.
