1. made a great headline
of course he didnt use those words, but the feeling was there and the editor of the NY daily news made a fantastic headline out of Ford's saying no to a bailout of NYC. that headline probably cost ford NYS and the election in 1976.

course about a week later ford realized he made a mistake and ended up signing the bailout package of NYC. the same one he threatened to veto that caused the big headline.

the original (c. 1975) was Ford to City. Ford told NYC to drop dead.

The front page in the original post here is City to Ford. NYC told Ford to drop dead.
