If Caligua could appoint his horse as Senator why hasn't
Barney been given the job of Homeland Security Chief or head of FEMA? Bush* should study history more because I'm sure he could learn how to really rule the roost.

1. He hasn't run out of fawining 28 year old right wing dickheads yet
That's the short answer. With more and more people waking up to the fact that there is nothing there to inspire such loyalty and mawkish worship, he's going to run out of even newly minted Young Repuglicans soon.

That's when Barney will get his chance.
