Look at how they space it out to indicate phrasing. They do everything but sound it out for him.

1. Are you talking about the words on the page? That is normal for any
speech. It makes it easier to read quickly and keep your place so you aren't staring at the page while speaking.

6. My IQ is about twice the Shrub's, and I'd want a speech
to be written that way. Speechin' actually IS hard work.

Seriously though, I'm pretty sure almost everybody uses large type and double spacing. It is pretty easy to lose your place as you look up and down.

9. Not double-spacing - look at how they have the phrases isolated
Sure large font and double-spacing, that's normal. But they have the phrases set off from each other, so he won't be confused by pesky things like commas and semi-colons.

Its two “distinguished advisers” are Newt Gingrich and James Woolsey, while other advisers include Gary Bauer, Richard Perle, William Kristol, Walid Phares, Charles Krauthammer, and Frank Gaffney—all prominent neoconservative figures with multiple links to the Defense Policy Board, Center for Security Policy, American Enterprise Institute, Weekly Standard, and Project for the New American Century.

Among FDD's advisers are also several prominent Democrats associated with the Democratic Leadership Council and the Progressive Policy Institute, including Donna Brazzile, a close associate of Sen. Joseph Lieberman; and Sen. Zell Miller (D-GA).(2)
