Is PAYGO gonna pass this time!?

Every year, Feingold and Chafee offer Pay-as-you-go for the budget and the Republicans kill it. It looks like it might pass this time though.

Every Democrat is voting aye and we've got Chafee, Snowe, Collins, McCain and Voinovich so far. One more Repub and we've got it!

Edit: And Specter votes NO. It will probably fall on a 50-50 vote.

2. It basically says that you can't cut taxes or increase spending...

...without providing revenue elsewhere unless waived by supermajority. It would help the deficit a lot but the Repubs hate it because it prevents tax cuts.
