This paternalistic assumption that someone under 18 is a complete idiot and incapable of consenting to sex appears to be the result of a completely internalized victorian prudery mindset under which it is simply assumed sex is evil.

There is no other moral argument supporting it. Why do "children" have to be protected from sex? Because sex is evil. Why is it assumed that someone under 18 is incapable of making an informed choice, hell, incapable of being the aggressor and pursuer? Why because "children" are pure, and sex is evil and dirty.

Laws are there to protect kids.

Many of the sexual misconduct charges the Church has been dealing with (often badly) actually involve adolescents--not "children." And some of the incidents would be considered consensual--if it were not for the "age of consent" laws.
