Here's another piece of significant evidence that at this point, the highest ranks of the U.S. military are rife with dissension and leaning heavily against the Bush administration. The third-place winner in this year's Annual Chairman of the Joint Chiefs of Staff Strategic Essay Contest, Guantanamo Bay: Undermining the Global Way on Terror assails the Bush administration's policies of defining "enemy combatants" in contravention of the norms of international law, of the detention and treatment of those detainees, and of the use of GITMO as an American Gulag deliberately placed outside the reach of law. The essay was written by Colonel Gerard P. Fogarty, Australian Army, while studying at the U.S. Army War College.

Like almost all other documents issued by the U.S. government, this essay is in the public domain and not subject to copyright laws. After the jump are extended excerpts, which I consider some of the best quotes you can use from this essay. You will also find that the extensive footnotes assembled by Col. Fogarty will provide a rich source of views and quotes dissenting from the Bush administration's policies.
